- In a medium saucepan, melt 1/2 cup butter over low heat. Remove from heat and stir in sugar, eggs, and 1 tsp vanilla.
 
- Beat in cocoa powder, flour, salt, and baking powder until well combined. Fold in chocolate chips if using.
 
- Pour batter into prepared pan and spread evenly.
 
- Bake for 20–25 minutes or until a toothpick inserted in the center comes out with moist crumbs. Cool completely.
 
- To make frosting, beat 1/2 cup butter until creamy. Add powdered sugar, milk, and vanilla extract. Beat until fluffy.
 
- Divide frosting into 2–3 bowls and tint each with different food coloring (blue, purple, black).
 
- Spoon dollops of each color onto the cooled brownies and swirl with a knife to create a galaxy effect.
