- In a food processor, blend flour, powdered sugar, and butter until mixture resembles coarse crumbs.
- Add egg yolk and water gradually until dough forms.

- In a bowl, beat cream cheese, granulated sugar, and vanilla extract until smooth.
- Fold in whipped cream to create a light filling.
- Spoon filling into cooled tart shells.

- Chill tartlets in the refrigerator for at least 1 hour before serving.
